Cyprus imports substantially all its steel, cement, aluminium, and fertilisers from Turkey, Greece, Egypt, and other non-EU origins. Every one of those imports is -covered.
This guide is the local importer's playbook: which authority to register with, how declarations flow through the Cyprus Customs & Excise Department, and where the pain points sit.
Local authorities and registration
The Cyprus Customs & Excise Department is the competent authority. Importers register in the EU CBAM Registry via the national portal.
Only authorised declarants may import covered goods from 1 January 2026. Registration involves customs guarantee arrangements — start early.
Data flow and documentation
Non-EU suppliers must provide verified embedded-emissions data. Bulk cement and steel importers should build supplier data-request templates now.
Customs brokers integrate declaration data with the standard SAD; expect additional data fields on every covered import from 2026.

Indicative annual CBAM cost
€42,500
Actual liability = (embedded emissions × certificate price) minus any verified carbon price paid in origin country, adjusted for the CBAM phase-in schedule (2.5% free in 2026 → 0% by 2034).
Cost impact and mitigation
Cement and steel from Turkey face 15–25% cost increases if defaults are used and no equivalent carbon price is credited. Verified actuals from ETS-adjacent producers (e.g. Greek plants) can materially reduce the cost.
FAQ
Frequently asked questions

Are goods from Turkey covered?
Yes. Turkey is a major CBAM-covered origin for Cyprus imports of steel, cement, and aluminium.
